Construction right transfer and VAT

From 1 January 2012, the transfer of a construction right will be VATexempt only until the construction permit is issued. The previous regime had allowed the exemption until the completion of the rough construction.

Taxation police will investigate cases of tax evasion

Bulgaria may soon become SE Europe's taxation heaven, as the government plans to lower the VAT rate in the country by one percent by 2013.
This became clear from an interview of finance minister Simeon Djankov with the Standart daily.

Legislation amending Bulgaria’s value added tax (VAT) law was published in the official state gazette on 16 December 2011, and the provision will be effective 1 January 2012.

Bulgaria introduced a flat 9% value-added tax (VAT) in the tourism sector from the beginning of April 2011 under amendments that parliament adopted.

Obligatory electronic submission of VIES declarations

Since 01/01/2011, all VAT registered companies submitting VIES declarations (IC Recapitulative Statements) must file them together with the VAT return and VAT ledgers only electronically. Thus, VAT registered businesses which have VIES returns must obtain an electronic signature from a Bulgarian provider and register it before National Revenue Agency prior the first submission.
